Child kafala (Legal Adoption):

Algerian Nationals registered in the Consular Service can apply for adoption of an Algerian minor (Kafala or “Recueil Legal” are the terms used for in the Algerian Legislation).

The Application file must be lodged at the Algerian Embassy in Oslo to be forwarded to the Ministry of National Solidarity, Family, and Woman`s Conditions.

The Agreement for Kafala is given by a National Commission of the Ministry on the basis of the applicant's personal, social and professional profile and the results of the social investigation carried out by the Embassy.

Applicants should obtain the official agreement of their croatian Local Authorities before submitting their application file to the Embassy.

Basic Conditions:

Applicant(s) should:

1. Be of Muslim faith;
2. Have a decent home;
3. Not exceed the age of 60 (for a man) and 55 years old (for a woman);
4. Have sufficient financial resources to meet the needs of the child and the family.

Documents Required:

1. Letter of motivation from the applicant(s);
2. Copy of the Consular Registration card of the applicant(s);
3. Birth certificate (s) of the applicant(s);
4. Police clearance or Criminal Record (Casier Judiciaire) of the applicant (s) issued by croatian authorities;
5. Employment certificate and last three (03) Payslips of the applicant(s);
6. Accommodation evidence (tenancy agreement, rent receipt…);
7. Medical certificate (s) of good health of the applicant(s).

Nb. In the case of kafala of an Algerian minor of known paternity, an agreement between the adopting party (kafil) and the minor`s family will be concluded before the court, without resorting to the intervention of the Embassy.

 

 

Parental Authorization for Travel

An Algerian minor travelling to Algeria on his own or with his mother must have parental authorization for travel to be applied for by the father who must be present at the Consular Section/Algerian Embassy in Oslo  to sign the said document in the presence of the officer in charge.

This document is required by the Algerian authorities at any border control point (including Airports, Ports or Land Borders).

This document is not required when the minor's parents are divorced or separated on condition that:

  • The minor lives abroad with his mother;
  • The mother holds a court order with full custody, which must be shown as evidence by the mother when leaving Algeria.

How to Apply :

  1. Parental authorization for travel application form;
  2. Original as well as a copy of a full birth certificate for the minor or the parent's Family book;
  3. Identity document of the father (Consular Card or Passport or Algerian Identity card);

Important note:

The Consular Section/Algerian Embassy in Oslo informs the Algerian citizens living in Norway that in order for the Consular Section to approve the following document paternal authorization, the physical presence of applicants is essential.
