BIOGRAPHY

Feriel Ryma Yousfi-IGHIL is the Ambassador Extraordinary and Plenipotentiary of the People's Democratic Republic of Algeria to the Kingdom of Norway. She presented her letters of credence to His Majesty King Harald V of Norway on April 24, 2025.

Ambassador Yousfi has acquired skills in international relations, multilateral diplomacy, regional security, and crisis management. Prior to her designation as Algeria’s Ambassador to Norway, she served as Acting Director General ad interim of the General Directorate of Strategic Foresight, Crisis Anticipation and Management from October 2023 to March 2025.

She previously held the position of Director of Strategic Monitoring and Studies at the DGVSAGC (September - October 2023) and Deputy Director for Regional Security Issues at the Directorate General for Europe (2021-2023).Within the Ministry of Foreign Affairs, Ambassador Yousfi also headed the NATO Office (2013-2017), contributed to the management of United Nations Security Council dossiers at the Directorate General for Multilateral Relations (2007-2009), and worked at the Ceremonial Office within the Directorate General of Protocol (2006-2007).

Abroad, Ambassador Yousfi held several diplomatic posts, including Consular and Cultural Affairs Officer at the Embassy of Algeria in Portugal (2016-2020), and Foreign Affairs Attaché at the Embassy of Algeria in Austria (2009-2013), where she was in charge of matters related to the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO).

Academically, Ambassador Yousfi is currently pursuing a PHD student in Private Law. She holds a Master's degree in Public International Law and a postgraduate diploma in diplomacy from the University of Algiers. Additionally, she earned a Bachelor's degree in Law and Administrative Sciences as well as a Certificate of Aptitude for the Legal Profession (CAPA), which further strengthens her expertise in both national and international legal frameworks.

Her professional background has been enriched by several high-level training programs, including at the NATO Defense College in Rome, the Venice International University on democratic governance, the Centre for Practical Study of International Negotiation in Geneva, and the National School of Administration (ENA) in Strasbourg.
